The scarcity of resources and an emphasis on "Open Government" equates to an unprecedented need for transparency, accountability, and stewardship within the federal government. In order to meet this challenge, any complex program or project must work in concert with all elements of the surrounding environment.
An organization's success depends on its ability to manage multiple projects as part of a cohesive program consisting of various elements, including people, projects, processes, and other resources required to deliver and satisfy a particular set of stated objectives. A program management office (PMO) is a centralized management structure created to oversee those resources, focusing on the integration, scheduling, and deployment of the people, capabilities, tools, and information required to achieve program success. This oversight may occur in any number of offices to include the OCIO.
The PMO provides the coordination and oversight needed to ensure that the individual components of a program are completed on time, within budget, in coordination with each other, and with the quality of implementation that produces the expected organizational value.

United Stated Patent and Trademark Office, Office of the Chief Information Officer
Ambit runs the PMO support office that oversees the IT project portfolio in the Office of the Chief Information Officer (OCIO) at the US Patent and Trademark Office (USPTO). Ambit's PMO staff provides logistical support for all projects from pre-selection through operations. The PMO staff use the USPTO management tool suite-including the Rochade Enterprise Architecture Repository, Microsoft Enterprise Project Management Server, and others-to produce weekly status reports on individual projects as well as an Executive Dashboard and to generate the Executive Dashboard report, which provides a full program overview by combining weekly status reports, EVM data, and product release data. The Ambit PMO team works with project managers to update each project schedule on a bi-monthly basis. Ambit also maintains the Project Kick-Off websites, ensuring that information is kept up to date. Ambit developed and maintained a resource leveling worksheet that shows the interplay of all supporting OCIO resources as they are required according to the various project schedules in order to assist OCIO in balancing testing, training, and quality assurance resources and for ensuring that the proper quantity of resources are available at the scheduled time for projects to remain on track.
