Change Management

Customer Need

Today's federal leaders are challenged with leaner budgets, a host of watchful eyes (e.g. Congress, GAO, and OMB), and unprecedented public scrutiny. Agencies are expected to carry out their missions flawlessly. Individuals are expected to work tirelessly with only positive results to show. That business must be done more effectively and efficiently in any age is a given… but in this age, it has become a critical requirement. In order to keep pace with - and perhaps remain one step ahead of - rapidly evolving technology, increasingly restrictive mandates and regulations, and ongoing political shifts, federal agencies must find a way to adapt.

Best practice research indicates that eighty to ninety percent of all business transformation and IT implementation projects fail to meet their original objectives. A simple Change management program could have mitigated much of the risk of failure in a majority of these projects. Change Management identifies the key elements of risk and leverages a variety of tools to mitigate the risks by preparing the organization for the upcoming change.

Ambit's Approach

Managing change is what we do. Our senior leaders are skilled in assessing your management processes and procedures and aligning those to your current and new initiatives. We will work with you to build a strategic management plan that helps you leverage the contracts you have in place, identify your organizational strengths and weaknesses, and get additional help when you need it most.

Whether in building a governance structure, creating an IT Lifecycle Framework, or providing Executive Coaching, Ambit can help you to better identify, manage, track, and communicate priorities and initiatives. As a result, your organization becomes and stays informed of current and future initiatives and can better plan for and respond to change.

Through years of supporting improvement efforts for federal customers, Ambit understands that Transformation is not a stand alone activity or program. Rather, effective change must be managed holistically through a variety of parallel activities, including:

  • Strategic Planning
  • Business Process Re-Engineering
  • Performance Management
  • Communications

Ambit has effectively supported Change Management efforts encompassing these various elements at the following agencies:

  • Small Business Administration (SBA)
  • Department of Veterans Affairs (VA)
  • Office of the Comptroller of the Currency (OCC)
  • Federal Emergency Management Agency (FEMA)
  • Missile Defense Agency (MDA)

Successful Solutions

Small Business Administration, Office of the Administrator

Ambit led a project for SBA's Office of the Administrator to provide multiple facilitation, program, and communication support elements. Beginning in August 2006, SBA engaged Ambit to track the progress of and directly support the execution of more than 30 of the Administrator's "Priority Projects" that would impact all levels of the organization. Ambit assisted the Administrator to bridge the gap between Headquarters management and SBA's far-reaching field operations. Ambit further assisted SBA Management to prioritize recommendations gathered from the field and strategize the execution of projects that drove SBA towards realization of the Administrator's Reform Agenda. In support of this mission, Ambit:

  • Facilitated multiple SBA Senior Management Conferences at which input was elicited from employees and delivered directly to the Administrator and his team.
  • Collaborated with SBA's Office of Performance Management to devise a system of tracking, assessing, and reporting progress on multiple projects.
  • Designed and led Teambuilding Workshops for the Office of Business Development.
  • Developed and administered all training to support the agency's launch of a new and improved Web-based 8(a) certification application process.

Department of Veterans Affairs, Office of Acquisition, Logistics, and Construction

Ambit leads VA's Key Performance Indicator (KPI) Customer Service Initiative in the transformation of VA's Supply Chain. This includes the quarterly facilitation of customer workshops with several hundred participants; messaging and communications support for the transformation initiative; establishment of measures or KPIs; administration and analysis of survey instruments to internal and external stakeholders, to include over 70,000 Suppliers; and management of a policy and procurement Governance Program Management Office.

Ambit is presently developing a branding strategy and a communications plan for internal and external VA audiences to articulate the value of the KPI initiative and gain buy-in from key stakeholders. The ultimate goal of this effort is to improve the delivery of products and services to the Veteran by improving and bringing efficiencies to the acquisition process.
