Customer Need:

In large part due to its dispersed structure, including five line offices and field offices located around the country, NOAA recognized that its IT strategy was neither technologically up to date, nor cost effective. In 2010, NOAA embarked on a 10-year, $2.5 billion IT modernization effort. The program, called NOAALink, is rationalizing IT and telecommunications requirements, establishing enterprise IT standards, improving the cost-effectiveness of services, fostering strategic partnerships within NOAA, and creating effective IT governance.

Ambit Solution:

Ambit's Strategic Management Services (SMS) contract was awarded to stand-up a program office (PO) for NOAALink, provide decision support, and provide enterprise architecture strategic services.

Ambit established the policies, procedures and daily operations to guide decision support and Enterprise Architecture (EA) tasks, and to help NOAA oversee hundreds of integrator tasks. Ambit's contributions to the NOAALink Program Office include:

  • Providing Executive Decision Support through identification of key strategic issues and analysis of the connection points of those issues across the organization;
  • Instituting a metrics program to tangibly demonstrate increased efficiencies;
  • Standardizing assessment and reporting of contractor's performance quality;
  • Conducting communications planning, marketing and outreach, including conducting training programs, maintaining the NOAALink Website, and executive reporting;
  • Aligning IT Program requirements to NOAA's mission, vision and goals;
  • Evaluating NOAA's enterprise environment and making recommendations for modification and/or new adoption of systems, processes, and procedures;
  • Instituting portfolio and project methodologies in accordance with the PMBOK;
  • Maturing NOAA's enterprise-wide Program Management capabilities.

Results, Accomplishments and Next Steps:

After a successful first six months in which NOAALink brought together 109 individual requirements into 40 consolidated acquisitions, awarded more than $18M in IT hardware, software and services, Ambit continues to support and improve the NOAALink Program office. FY12 will bring greater automation to the program office, additional higher-value services to NOAA's IT infrastructure, and greater cost-savings for NOAA's IT purchasing overall.
