The Jr. Technical Manager position at the United States Patent and Trademark Office (USPTO) requires constant interaction with all of the Program Management Division's (PMD) program and project managers. The Jr. Technical Manager is a primary point of contact for program and project managers in the use of the USPTO project management tool suite, the Enterprise Program Management System (EPMS), and other integrated project management support software, and supports the Desktop Stabilization Project by:

  • Developing and maintaining detailed SDLC project plans
  • Creating artifacts that comply with the planning guidelines in the OCIO SDLC
  • Support scheduling, project charter, lessons learned, tracking, reporting, project plan, and integrated master schedule development
  • Help coordinate Desktop Stabilization Program's activities with internal and external dependencies
  • Identify impacts to the project, escalate, report and help to mitigate
  • Help chair project reviews and activity related meetings, provide agendas, minutes, track action items
  • Provide assistance with Change Requests for baseline schedules in EPMS
  • Help retrieve and review test results from external groups
  • Assist Project Lead in conducting project and activity reviews and SDLC artifact related review meetings and emails ensuring all documents adequately meet standards prior to meeting
  • Inform the Project Lead of any potential issues as soon as determined
  • Help establish any Service Level Agreements (SLAs)
  • Provide expertise of Office Automation applications used by the teams (i.e. MS PowerPoint, Access, Project, Excel, Word, Project 2007, etc.)
  • Support OMB 300 process on DS program
  • Support the creation and updating of Investment Decision Papers, reports, and presentations
  • Develop/support Project Management Training Sessions. This includes working with the Program Manager and co-presenter to create slide decks and any necessary supplemental materials

Education and Experience:

  • Must have a BA with 3 - 4 years experience in project management support areas
  • Must be experienced in and conversant with the project management and software development life cycle terms and concepts
  • Must be proficient in Enterprise Project Manager Server
  • PMI PMP certification would be very strong plus
  • Must be highly proficient in the Microsoft Office, including Visio, Word, PowerPoint, Excel, Project, Access, and Adobe Acrobat
