Acquisition Support

Customer Need

The federal Acquisitions community is in the midst of a "business moment" - a point in time when great opportunity meets great challenge. Even as operational demands placed on Acquisitions leadership increase, recent turnover and retirement trends within the federal Acquisitions community have left many agencies tremendously under-staffed and under-qualified. Federal Acquisitions leaders must simultaneously support and lead organizational transformation to ensure that mission-critical programs and operations receive the services and equipment they need on time and at a workable cost.

Since Ambit's inception, our consultants have provided a multitude of strategic and operational services supporting Acquisitions initiatives at the following federal agencies:

  • Department of Commerce, Office of Acquisition Management
  • Department of Homeland Security, Customs and Border Protection Acquisition Improvement Initiative (AI2)
  • Department of Veterans Affairs, Office of Acquisitions, Logistics, and Construction
  • Environmental Protection Agency, Office of Acquisition Management

Ambit's Approach and Success Stories

Ambit is well-positioned to provide successful acquisition support in the federal sector. Our teams have long worked in direct support of the acquisition community, are well-versed in Federal Acquisition Regulations (FAR), and are currently supporting major transformation initiatives in this area. From the identification of customer satisfaction performance indicators to the facilitation of acquisitions-oriented Integrated Product Teams (IPTs) to hands-on acquisition document support (e.g. Statements of Work (SOW), Performance Work Statements (PWS), Acquisition Plans, Independent Government Cost Estimates (IGCE)), Ambit has delivered exemplary acquisition support through our cross-functional consulting teams. With strategic planning and program management as complementary core competencies, Ambit delivers a holistic approach to acquisition support that other, single-dimensional competitors are unable to provide.

Ambit is ready to support your agency's acquisition requirements. Below is a snapshot of the types of acquisition support services we have provided throughout the federal government:

  • Acquisition Document Development: SOWs, Statements of Objectives (SOOs), Performance Work Statements (PWSs), IGCEs, Comprehensive Acquisition Plans, Source Selection Plans, and Evaluation Criteria
  • Source Selection Support
  • Integrated Product Team facilitation in preparation for multiple $5M+ procurements

We engage agency stakeholders and our extensive pool of internal Subject Matter Experts at the appropriate time in the acquisition process. We keep our processes and personnel flexible to meet the needs of different acquisitions while maintaining the formality necessary to assure quality performance.

Department of Veterans Affairs, Office of Acquisition, Logistics, and Construction

Ambit currently holds a global Indefinite Delivery, Indefinite Quantity (IDIQ) contract with VA to provide facilitation and acquisition support to Integrated Product Teams (IPTs) preparing for $5M+ procurements. Ambit facilitators assist VA IPTs - which consist of representatives from General Counsel, Acquisitions, and various involved Program Offices - to define requirements for upcoming procurements, develop all supporting acquisition materials (i.e. Acquisition Plans, SOWs, SOOs, etc.), and, when applicable, conduct source selection panels.

Ambit has successfully supported VA through IPT facilitation services for more than a year, and our team continues to win many of the competitive task orders administered under the existing IDIQ.

Environmental Protection Agency, Office of Acquisition Management

In 2006, EPA's Office of Acquisition Management (OAM) engaged Ambit to create, deploy, and analyze a satisfaction survey to gauge perceptions of OAM service from its far-reaching internal customer base. For this effort, Ambit applied our extensive knowledge of the federal acquisitions process and survey development methodology to design a survey tool that is still used by EPA OAM to the same end. Ambit additionally analyzed the survey results and provided a report of findings with recommendations for improvement to OAM leadership in 2006 and again in 2007. At present, Ambit is supporting OAM through single year analysis of its 2009 survey results and year-over-year comparative analysis of all results since the survey's initial distribution in 2006.
